The Turkmenaragatnashyk agency has received financing from the Islamic Development Bank (IDB) toward the cost of the Telecommunication Network Enhancement, and intends to apply part of the proceeds for financial audit services.
The services include performing a professional opinion on the financial statements of the project accounts and issue a report on the compliance of the financial records incurred during the project implementation period with the covenants of the financing agreement and applicable laws and regulations of Turkmenistan.

The Turkmenaragatnashyk agency of Turkmenistan now invites local eligible auditing legal entities to indicate their interest in providing these services. Interested parties who has experience of auditing specifically preparation of audit report for at least one project funded by Multi-Development Banks or any international organizations must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and a number of appropriate staff, etc.).
Auditors may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The shortlisting criteria are: A Minimum 15 years in business and core business. Minimum 10 years of experience in the field of financial audit including relevant experience in local accounting profession (e.g. Certification by National Audit Oversight Authority) and aspects such as local legislation on accounting and reporting in force in the country at international level, as well as relevant experience in accordance with International Standards on Auditing (ISA).
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
An auditor will be selected from a shortlist of [DS1] local reputable audit firms to carry out the assignment on a yearly basis.
An auditor will be selected in accordance with the Least Cost Selection (LCS) method set out in the Guidelines for Procurement of Consultant Services under IsDB Project Financing (April 2019).
